Remove PDF pages vs redact PDF: what is the difference?

Many people confuse deleting pages with redacting a PDF. They solve different problems, and choosing the wrong workflow can leave private information exposed.

Quick answer

Understand when page removal is enough, when redaction is required, and why deleting pages is not the same as sanitizing a PDF.

Use the related browser-only tool after reading the safety notes, then verify the output before sharing.

Page removal deletes whole pages

Use page removal when an entire page is unnecessary: blank scanner pages, duplicate pages, covers, separators, extra instructions, or a page that should not be included at all.

The output should be checked page by page. If a sensitive page was removed, make sure references to that page or its information do not remain elsewhere in the document.

Redaction removes content inside kept pages

Use redaction when private text, images, signatures, account numbers, faces, or addresses appear on a page you must keep. Proper redaction removes the underlying content, not just the visible display.

Drawing a black rectangle over text is not reliable redaction if the original text remains underneath. Use tools designed for redaction when the content is sensitive or legally important.

What browser page tools can do

A local page removal tool can create a new copy without selected pages. It is useful for document cleanup and simple sharing workflows.

It should not claim to remove every hidden object, attachment, annotation, or metadata value from every PDF. Complex PDF sanitization requires more specialized tooling and verification.

Choose the safer workflow

If the sensitive material is on pages you can remove entirely, page removal may be enough for a simple workflow. If sensitive material appears on pages you need to keep, use redaction and verify the final file carefully.

When in doubt, do not share the document until a knowledgeable person has reviewed it. Privacy Toolbox tools are everyday utilities, not legal document review services.

FAQ

Is deleting a PDF page safe?

It can be appropriate when the whole page is unnecessary, but you must verify the output and understand it is not full sanitization.

Can I redact by covering text with a box?

That is not reliable redaction if the original text remains in the file. Use a proper redaction tool.

Can Privacy Toolbox redact PDFs?

No. It provides merge, split, and page-removal workflows, not full redaction.
